Requires the State Treasurer to publish abandoned property notices annually between March 1 and March 10 in legal newspapers in each county where property owners' last-known addresses are located

Prohibits commercial or professional property locators from charging service or finders' fees until 24 months after abandoned property names have been published or officially disclosed

Caps professional finders' fees at 10% of the total dollar amount of abandoned property and requires finders to disclose property details and inform owners they can claim property from the State Treasurer free of charge

Grants the Auditor of Public Accounts unrestricted access to confidential owner records (social security numbers, dates of birth, last-known addresses) that are otherwise protected like tax return information

Removes obsolete language regarding the life insurance corporation demutualization trust fund that terminated on March 13, 2019
