Imposes a mandatory fee on all money transmission transactions sent to recipients outside the United States, collected by licensed money transmitters and their authorized delegates

Fee amount is 10% of the transaction value or $10,000, whichever is less

Fees must be remitted quarterly to the department by the 15th day of the month following each calendar quarter, using forms developed with Nebraska State Patrol assistance

Amends the Nebraska Money Transmitters Act (sections 8-2701 to 8-2747) to incorporate the new fee requirement

Becomes operative on January 1, 2026
