Mandates multilingual signage (English, Spanish, and other local languages) with written and pictorial instructions at device locations

Appropriates $15,000 to the Department of Health and Human Services for fiscal year 2025-26 for grants to install newborn safety devices

Requires the department to develop procedures for anonymous submission of infant medical history, reconsideration of surrender, and paternity testing for surrendered newborns
