Creates a new requirement for developmental and intellectual disability impact notes to analyze how proposed legislation may affect disparities in economic, employment, health, education, and public safety outcomes for persons with developmental and intellectual disabilities

Requests for impact notes must be submitted to the Executive Board of the Legislative Council, which has authority to approve or deny each request

Bill sponsors and committee chairpersons preparing to schedule hearings may request impact notes for legislation expected to affect persons with developmental and intellectual disabilities

Assigns the Director of Research of the Legislature responsibility for developing procedures to create impact notes using data, research, and historical information

Authorizes the Director to request cooperation and information from state agencies, political subdivisions, academic institutions, and subject matter experts when preparing impact notes
