Amends Nebraska statutes 75-311 and 75-342 governing certificates and permits for common carriers and contract carriers operating motor vehicles in the state

Establishes explicit burden of proof requirements: applicants must demonstrate they are fit, willing, and able to perform proposed services and that the service responds to public demand or need

Places burden on protestants (those opposing applications) to show existing carriers already meet the proposed need, or that approving the applicant would endanger existing carriers' operations contrary to public interest

Removes obsolete provisions that expired July 1, 2021 regarding restrictions on holding both common carrier certificates and contract carrier permits for household goods transportation

Requires transportation network companies seeking authorization for Department of Health and Human Services contracts to receive commission approval unless protestants demonstrate harm to existing carriers
