Amends Nebraska's Employment Security Law (Section 48-604) to exclude marketplace network contractors from the definition of "employment," meaning they are not eligible for unemployment benefits through the state system

Defines "marketplace network contractor" as a person who enters a written agreement with a digital platform, performs services for customers through that platform in exchange for payment, and does not work at a physical location operated by the platform

Defines "marketplace network platform" as a person maintaining a digital network to connect contractors with customers, accepting requests only through the digital network or mobile app (not by phone, fax, or in-person)

Requires four conditions for the exclusion to apply: written agreement acknowledging independent contractor status, platform cannot mandate specific work hours, platform cannot prohibit working for other platforms (except during active service), and platform cannot terminate for declining specific service requests

Exclusion does not apply to contractors working for state/local government employers or when federal unemployment tax law requires the services to be covered under state unemployment compensation
