Removes the population restriction (previously limited to counties with fewer than 10,000 inhabitants) allowing any Nebraska county to apply to the Secretary of State to conduct elections by mail

Requires counties with approved mail ballot applications to maintain at least one secure ballot drop-box available 24 hours per day, starting at least 10 days before the election

Mandates at least one in-person voting location at the election commissioner or county clerk's office on election day for voters in affected precincts

Requires counties to allow voters to hand-deliver ballots to the election commissioner or county clerk's office and maintain in-person early voting opportunities

Permits counties to provide additional secure ballot drop-boxes and in-person voting locations beyond the minimum requirements
