Amends Nebraska's Medicaid home and community-based services waiver requirements for persons with developmental disabilities, requiring the objective assessment formula to be published on the department's website and approved by the Governor's developmental disability advisory board or interested parties stakeholder group

Prohibits the assessment tool from decreasing an individual's budget to the point of removal from a residential setting, and requires redetermination requests from individuals, family members, or guardians to be completed within 30 days

Expands funding priority one (immediate crisis) to include threats to others in the household or general public, and requires the department to create an expedited request form with a 5-day response deadline

Changes funding priority two from 2 consecutive months to 12 consecutive months in an institutional setting, adds persons at risk for juvenile detention placement, and lowers the age threshold for priority four from 21 to 18 years

Eliminates the June 30, 2025 sunset date for section 83-1216.02, which requires the department to provide day services to individuals transitioning from the education system when full funding is unavailable
