Establishes rules for Nebraska's delegation to any future Article V constitutional convention called by Congress, requiring delegates to be elected from among state legislators by the Committee on Committees with full Legislature approval

Requires each delegate and alternate delegate to take an oath pledging to vote only on amendments authorized by the Legislature's convention application and to follow legislative instructions

Prohibits delegates from casting "unauthorized votes" that exceed the convention's scope or contradict legislative instructions, with violations resulting in automatic disqualification and vote invalidation

Creates an advisory committee composed of the Executive Board of the Legislative Council and Lieutenant Governor to oversee delegates and determine whether votes are unauthorized when the Legislature is not in session

Bars delegates from receiving compensation for convention service and prohibits them from accepting gifts from registered lobbyists at state or federal levels, with violations constituting a Class III misdemeanor
