Appropriates funds from the General Fund and Cash Fund for salaries and benefits of Nebraska constitutional officers and judges for FY2025-26 (July 1, 2025 - June 30, 2026) and FY2026-27 (July 1, 2026 - June 30, 2027)

Allocates approximately $35.1 million in FY2025-26 and $35.5 million in FY2026-27 for Supreme Court, Court of Appeals, District, Juvenile, and County Court judges' salaries

Sets salary appropriations for executive branch officers including Governor ($151,900), Lieutenant Governor ($120,009), Secretary of State ($126,404-$129,542), Auditor ($132,614-$136,399), Attorney General ($142,367), and State Treasurer ($137,611-$142,043)

Provides funding for Public Service Commissioners ($506,453), Board of Parole members ($745,039-$777,249), Tax Commissioner ($275,784-$285,524), Workers' Compensation Court judges ($1,488,346), and Tax Equalization and Review Commissioners ($856,970-$862,867)

Declares an emergency and becomes operative July 1, 2025, with authority for the Department of Administrative Services to transfer appropriations among Supreme Court programs upon certification by the State Court Administrator
