Prohibits cities, villages, counties, and their agencies from enacting or enforcing any ordinance, resolution, rule, or regulation that imposes rent controls on private property

Exempts ordinances adopted to increase affordable housing supply through land-use or inclusionary housing requirements

Exempts voluntary programs where property owners contractually agree to participate in rent restriction arrangements

Overrides any conflicting provisions in local home rule charters

Declares any ordinance violating this prohibition null and void
