Creates a new loan repayment program for dentists who commit to practicing in Nebraska for five years and serving a minimum number/percentage of Medicaid patients, with payments up to $60,000 per year for up to five years (maximum $300,000 total)

Eligible dentists must have practiced for less than five years and not have received prior financial assistance under the Rural Health Systems and Professional Incentive Act

Adds loan repayments under the Rural Health Systems and Professional Incentive Act as an authorized use of the Medicaid Managed Care Excess Profit Fund

Expresses legislative intent to appropriate $1.5 million from the Medicaid Managed Care Excess Profit Fund for fiscal year 2025-26 to fund the dentist loan repayment program

Recipients who breach agreement terms must repay 100% of funds received plus 8% simple interest from the date of breach; obligations are canceled upon death or total permanent disability
