Creates new criminal offense prohibiting interference with railroad infrastructure, equipment, and personnel when done knowingly, willfully, or recklessly without lawful authority

Prohibits placing obstructions on tracks, tampering with signals or communication systems, releasing biological agents or destructive devices on rail infrastructure, and detaching or interfering with train movement

Criminalizes assaulting rail passengers, railroad employees, or railroad police officers on railroad property

Makes terroristic threats, conveying false information about attacks, and conspiring to commit these acts illegal

Classifies all violations as Class IIIA felonies under the Nebraska Criminal Code
