Mandates the special prosecutor select a three-person investigative team of homicide-trained peace officers, with investigators required to be from jurisdictions outside the agency where the death occurred

Requires grand jury impanelment within 30 days of the county coroner or coroner's physician certifying the death, unless the court extends the deadline for compelling reasons

Prohibits any law enforcement officer or detention personnel involved in the death from returning to duty until the grand jury completes its investigation

Exempts cases where a licensed physician certifies the death was from natural causes, allowing the county attorney to present findings to the grand jury without appointing a special prosecutor or investigative team
