Villages may now be incorporated with either three or five members on the board of trustees, with the number designated in the incorporation petition.

Registered voters can petition (requiring signatures from 5% of registered voters) or the village board can vote to place a question on the statewide general election ballot to change between three and five board members.

City councils of first class cities, second class cities, and village boards may now constitute themselves as a board of adjustment by ordinance, requiring a two-thirds vote to decide board of adjustment matters.

Retail trade businesses now qualify for Local Option Municipal Economic Development Act funding without the previous restrictions that limited retail to 40% of total revenue in any 12-month period and 20% in any five-year period.
