Beginning January 1, 2026, all Nebraska state agencies must conduct a review of existing and pending rules and regulations every three years, with a designated individual responsible for oversight

Agency reports due to the Clerk of the Legislature by June 30 must address whether each rule is essential to public health/safety/welfare, whether costs outweigh benefits, whether less restrictive alternatives were considered, and whether the rule stems from state, federal, or court requirements

Legislative standing committees must review agency reports and submit their own reports with legislative recommendations by December 15 of the review year

Agency rulemaking is suspended during the review process, except for rules affecting public health/safety/welfare, time-sensitive rules, or those subject to state or federal deadlines

Amends Section 84-920 to incorporate the new review process into the Administrative Procedure Act
