Nebraska would shift from its current split electoral vote system to a winner-take-all system, awarding all 5 presidential electors to the statewide winner rather than allocating electors by congressional district

Political party conventions would select all 5 presidential electors at large, eliminating the current requirement to choose one elector from each congressional district plus two at-large

Presidential electors would pledge to vote for candidates receiving the highest number of votes statewide only, removing the separate pledge requirement for congressional district results

The bill amends sections 32-710, 32-713, 32-714, and 32-1038 of Nebraska's Revised Statutes governing presidential elector selection and vote canvassing

Nebraska is currently one of only two states (with Maine) that splits electoral votes by congressional district; this change would align Nebraska with the 48 states using winner-take-all allocation
