Expands SNAP eligibility for individuals with felony drug convictions by removing the previous ban on those with three or more possession/use convictions or any sale/distribution conviction, allowing eligibility if they have completed their sentence or are on parole/probation/post-release supervision

Requires individuals with three or more felony convictions for controlled substance possession or use to participate in or complete a state-licensed or nationally accredited substance abuse treatment program to receive SNAP benefits, unless a licensed health care provider determines treatment is not required

Recognizes completion of substance abuse treatment programs while incarcerated, on probation, or on parole as meeting the treatment requirement for SNAP eligibility

Updates the statutory reference to 21 U.S.C. 862 (federal opt-out provision) from January 1, 2009 to January 1, 2025

Amends Nebraska Revised Statutes section 68-1017.02 relating to public assistance and SNAP eligibility requirements
