Amends section 31-735 of Nebraska statutes governing elections for sanitary and improvement district boards of trustees

Changes the timeline for when resident property owners gain majority control of the board from six years after the first election to eight years after the first election

At elections held four and six years after the first trustee election, two members are elected by resident owners and three by all property owners; at eight years and thereafter, the ratio shifts to three resident-elected and two all-owner-elected members

Applies to districts until the board amends its articles of association to reduce membership from five to three trustees (available for districts at least 10 years old with fewer than 70 property owners)
