Amends Nebraska's Business Improvement District Act to replace the existing protest-based system with a postcard voting system for creating or modifying business improvement districts

For districts using special assessments, proceedings terminate if less than 50% of record owners who return mailed postcards vote in favor of the proposed district

For districts using occupation taxes, proceedings terminate if less than 50% of space users who return mailed postcards vote in favor of the proposed district

Requires self-addressed voting postcards to be mailed along with hearing notices to property owners (for special assessments) or space users (for occupation taxes) at least 10 days before hearings

Shifts the approval mechanism from a protest threshold (previously requiring over 50% to protest against) to an affirmative vote threshold (now requiring at least 50% of respondents to vote in favor)
