Eliminates the automatic distribution of documentary stamp tax revenue to four state funds: the Affordable Housing Trust Fund, Homeless Shelter Assistance Trust Fund, Behavioral Health Services Fund, and Site and Building Development Fund

Counties retain 50 cents per $2.25 of documentary stamp tax collected for their general fund, with no remaining balance remitted to the State Treasurer for the previously designated funds

The four affected funds will instead rely on legislative appropriations, transfers, grants, private contributions, loan repayments, and other sources for revenue

Removes the reporting requirement for the Department of Economic Development to include documentary stamp tax revenue deposits in its annual Affordable Housing Trust Fund status report
