Expands the definition of "school employee" to include "school contract workers"—adults 19 or older who work at schools but are not directly employed by them, such as school resource officers, construction workers, and independent contractors

School contract workers would now be subject to the same criminal penalties for sexual abuse of students aged 16-19 as direct school employees

Sexual penetration with a student remains sexual abuse in the first degree (Class IIA felony); sexual contact remains second degree (Class IIIA felony); pattern of conduct with intent remains third degree (Class IV felony)

Student consent is explicitly not a defense to charges under this statute
