Creates a new "assistant funeral director" role requiring a jurisprudence exam and collaborative agreement with a licensed funeral director, allowing assistants to perform funeral directing functions such as conducting services, working with families, and managing funeral establishments, but explicitly prohibiting any embalming activities

Expands the scope of practice for licensed hearing instrument specialists to include patient case histories, otoscopy, cerumen (earwax) removal with additional training, hearing assessments, and ordering/fitting hearing instruments, while establishing detailed requirements for equipment calibration, record-keeping, and consumer receipts that disclose whether device software is "locked" or "unlocked"

Increases Board of Pharmacy membership from five to eight members, adding one pharmacy technician and one additional public member, and allows pharmacists to dispense emergency prescription refills (up to 7-day supply, once per 6 months) for non-controlled maintenance medications when unable to reach the prescriber

Requires Medicaid coverage by January 1, 2026 for psychology services provided by advanced-level practitioners completing doctoral internships or postdoctoral fellowships under supervision of a licensed psychologist

Establishes the Rural Health Opportunity Program requiring Nebraska State Colleges and University of Nebraska to jointly select rural students for health care career tracks, providing 100% tuition and fee waivers for up to four years at a state college with provisional admission to University of Nebraska Medical Center health programs
