County boards gain authority to regulate operation of all-terrain vehicles (ATVs) and utility-type vehicles (UTVs) on highways outside city or village limits, with violations subject to fines up to $500 per offense

ATVs and UTVs may be registered under the Motor Vehicle Registration Act with a $3 registration fee and $25 base motor vehicle tax, allowing legal operation on most highways except interstates, state highways, expressways, and freeways

Registered ATVs and UTVs may tow utility, farm, and commercial trailers, expanding their permitted uses beyond current agricultural and recreational applications

Operators of registered ATVs and UTVs on highways must hold a valid Class O license, maintain liability insurance, and either wear an occupant protection system (seatbelt) or a protective helmet with eye protection

Definitions for ATVs and UTVs are updated to remove dry weight limits (previously 1,200 lbs for ATVs and 2,000 lbs for UTVs), with the act becoming operative January 1, 2026
