Amends Section 46-740 of Nebraska statutes governing ground water allocation in fully appropriated and overappropriated areas

Requires new or expanded commercial/industrial users served by municipal water that exceed 25 million gallons annually to submit mitigation reports to natural resources districts starting January 1, 2026

Mitigation reports must include annual water use, volume returned to municipal system, source of mitigation water, and other information required by the natural resources district or Department of Natural Resources

Allows integrated management plans to require annual water use and consumption reporting from municipalities in fully or overappropriated areas

Removes detailed provisions regarding municipal allocation formulas, per capita allowances, and conservation plan requirements that were tied to the pre-2026 exemption period
