Terminates 35+ state boards, committees, councils, and task forces on July 1, 2026, including the Climate Assessment Response Committee, Children's Behavioral Health Task Force, Rural Broadband Task Force, State Emergency Response Commission, Human Trafficking Task Force, and numerous advisory councils

Consolidates the Board of Advanced Practice Registered Nurses and Board of Alcohol and Drug Counseling into the Board of Nursing and Board of Mental Health Practice respectively, transferring regulatory oversight while expanding the Board of Nursing to include four advanced practice registered nurse members

Transfers duties of terminated entities to existing state agencies: Department of Administrative Services assumes Suggestion Award Board and Vacant Building and Excess Land Committee functions; Nebraska Emergency Management Agency takes over State Emergency Response Commission duties; Department of Labor assumes human trafficking poster development responsibilities

Eliminates several funds effective July 1, 2026, including the Women's Health Initiative Fund and Rural Broadband Task Force Fund, with remaining Rural Broadband Task Force Fund balances transferred to the General Fund

Repeals the Palliative Care and Quality of Life Act, the Nebraska Potato Development Act (terminating July 1, 2026), and the Nebraska Aquaculture Board, along with multiple obsolete statutory provisions
