Adds a new statutory definition for "electric energy storage resource" as a resource capable of receiving electric energy from the grid or generation source, storing it, and later injecting it back into the grid (excluding devices solely for reactive power like capacitors or electric vehicle charging equipment)

Requires Nebraska Power Review Board approval before electric suppliers can construct or acquire electric energy storage resources, applying the same application and approval process currently required for generation facilities and transmission lines over 700 volts

Mandates that electric energy storage resources built within a 10-mile radius of a military installation must be certified to contain no materials or components manufactured by foreign adversaries under 15 C.F.R. 7.4

Requires suppliers to file a statement with the board within 30 days if they terminate construction or acquisition of approved electric energy storage resources, followed by a public hearing on the reasons for termination

Subjects violations involving electric energy storage resources to the same enforcement provisions as generation facilities, including potential injunctions and a $500 fine for private electric suppliers who commence construction without proper 30-day notice
