Amends Section 70-1014.02 to update the regulatory citation for foreign adversary determinations from "15 C.F.R. 7.4" to "15 C.F.R. 791.4, as such regulation existed on January 1, 2025" for facilities within 10 miles of military installations

Changes compliance timing for North American Electric Reliability Corporation critical infrastructure protection requirements from requiring facilities to already be "in compliance" to requiring they "will, upon reaching commercial operation, be" in compliance

Applies to privately developed renewable energy generation facilities seeking exemption from sections 70-1012 to 70-1014.01, which must certify they contain no foreign adversary components or meet NERC reliability standards

Facilities subject to NERC requirements must be connected at 100 kilovolts or higher with nameplate ratings of 20 megavolt amperes for single units or 75 megavolt amperes aggregate

Repeals the original Section 70-1014.02 from the 2024 Revised Statutes Cumulative Supplement
