Prohibits labor organizations representing public school employees from placing any restrictions on when employees may join or terminate union membership in contracts entered or renewed after the act's effective date

Amends Section 79-873 to specify that union certifications regarding wage deductions are subject to the new membership termination rules

Maintains existing requirements that payroll deduction authorizations must be in writing and include notice of the employee's right to refuse

Declared an emergency measure, taking effect immediately upon passage and approval rather than following the standard effective date
