Creates a new racetrack enclosure license ($10,000 application fee, valid for 3 years) separate from the license required to conduct horseracing meets, with eligible applicants including the Nebraska State Fair Board, county fair boards, county agricultural societies, and qualifying nonprofit corporations

Reduces the commission's minimum meeting requirement from eight to six times per year and shortens the maximum duration for horseracing meet licenses from five years to three years

Renames the "Racing and Gaming Commission's Racing Cash Fund" to the "Racetrack Gaming Fund" and consolidates funding by transferring any money from the Racing Cash Fund to the new Racetrack Gaming Fund

Adds definition of "gross gaming revenue" (dollar amount collected minus federal non-income taxes and redeemed promotional gaming credits) and "promotional gaming credit" to the Nebraska Racetrack Gaming Act

Eliminates sections 2-1222 and 9-1202 of Nebraska statutes and updates fingerprinting/background check procedures to route through Nebraska State Patrol and FBI for license applicants and racetrack administrators
