Creates a Legislative Economic Analysis Unit within the Nebraska Legislature, led by a Chief Economist appointed by the Speaker, to provide independent economic analysis of rules and regulations

Defines "major rule or regulation" as any rule with an economic impact of $1 million or more over five years, or significant adverse effects on competition, employment, investment, productivity, or innovation

Requires major rules to be submitted to the Legislature and cannot take effect until the Legislature ratifies them or 60 legislative days pass without a final vote

Mandates regulatory impact analyses for major rules within 15 legislative days, including cost-benefit evaluations, compliance costs, effects on state revenue and expenditures, and job impacts

Funds the unit through a 1-2% contribution from each agency's budget; district courts may conduct de novo review of whether a rule qualifies as a major rule
