Prohibits collegiate athletic associations from penalizing student-athletes, institutions, or third parties for NIL activities protected under the act, and bars institutions from complying with association rules that conflict with the act

Requires written contracts for NIL payments of $5,000 or more annually, including payment details, obligations, and termination terms

Establishes requirements for athlete agent agreements, including a 15-day rescission period, prohibition on agents with certain criminal convictions, and mandatory written acknowledgments from student-athletes

Allows student-athletes, institutions, NIL collectives, and third parties to bring civil actions for violations, with remedies including actual damages, equitable relief, and attorney's fees
