Eligible expenses include technology upgrades (inventory management, e-commerce, automated checkout), technical assistance for federal funding applications, and feasibility studies for cooperative purchasing arrangements

Prioritizes applicants that provide at least 50% matching funds, accept SNAP and WIC benefits, and operate 10 or fewer store locations

Establishes the Grocer Reinvestment Option Fund with no more than 15% available for administrative costs; grants must be spent within 3 years of disbursement
