Prohibits contractors from recouping overpayments until all appeals are exhausted unless there is a verified credible allegation of fraud, and requires detailed written notifications of adverse determinations including beneficiary information, dates of service, overpayment amounts, and supporting evidence

Modifies the Ground Emergency Medical Transport program by changing supplemental reimbursement from a fixed "equal to" federal participation amount to "not exceed" that amount, updating implementation deadlines to January 1, 2026, and changing mandatory language ("shall") to permissive ("may") for federal approval submissions

Adds requirements for Medicaid managed care contractors regarding mental health and substance use disorder services, prohibiting more restrictive treatment limitations than those applied to other medical conditions, requiring adequate provider networks, and barring rescission of authorizations after services are rendered based on medical necessity determinations

Directs the Division of Medicaid and Long-Term Care to ensure mental health parity compliance, make parity reports public, define network adequacy criteria, and establish monthly electronic communications with providers about managed care contract changes
