Creates the Regional Mental Health Expansion Pilot Program, administered by the Nebraska Commission on Law Enforcement and Criminal Justice, to fund one county law enforcement agency to expand mental health beds and encourage regional cooperation among agencies

Allows persons taken into emergency protective custody who are not convicted sex offenders to be temporarily held in jails with available mental health beds under the pilot program until an appropriate medical facility becomes available

Authorizes mental health board hearings, mental health evaluations, and subject appearances under the Nebraska Mental Health Commitment Act and Sex Offender Commitment Act to be conducted via videoconferencing

Expands the definition of "administrator" to include administrators of jails and Department of Correctional Services facilities for purposes of mental health commitment procedures

Clarifies that the right to confront and cross-examine witnesses does not prohibit mental health boards from conducting hearings using videoconferencing
