Creates the Give to Enable Support Program beginning January 1, 2026, administered by the State Treasurer, to establish ABLE (achieving a better life experience) accounts for qualified individuals with disabilities who do not already have such accounts

Establishes the Give to Enable Support Cash Fund to receive private contributions (no General Funds allowed) for funding the program, with investments managed by the state investment officer

Qualified individuals may apply between January 1 and June 1 each year, with accounts established by April 1 of the following year and funded with at least the minimum amount required to open an account

Provides a state income tax deduction for contributions to the Give to Enable Support Cash Fund, up to $5,000 per married filing separate return or $10,000 for other returns, to the extent not deducted for federal tax purposes

Approved by the Governor on June 4, 2025, and introduced by Senators Murman, Bostar, and Rountree
