Amends Section 84-612 of Nebraska statutes to remove completed one-time fund transfers from fiscal years 2023-24 and 2024-25 that have already been executed

Eliminates 19 obsolete transfer provisions totaling over $1.1 billion, including $574.5 million to the Perkins County Canal Project Fund, $240 million to the Economic Recovery Contingency Fund, and $166.7 million to the Nebraska Capital Construction Fund

Retains active provisions including transfers to the Governor's Emergency Cash Fund ($25 million by June 30, 2025, and $10 million by June 30, 2026) and the Nebraska Capital Construction Fund ($29.5 million by June 30, 2025)

Preserves the $500 million minimum balance requirement for the Cash Reserve Fund before any transfers can be made for Nebraska Property Tax Incentive Act obligations

Maintains legislative intent to transfer $200 million from Cash Reserve Fund to General Fund between July 1, 2026 and June 30, 2027, contingent on the fund balance remaining at least 16% of General Fund appropriations
