Updates Nebraska's Weights and Measures Act to adopt the January 1, 2025 versions of three National Institute of Standards and Technology handbooks (previously referenced 2019 versions) governing commercial weighing/measuring device standards, commodity sale methods, and packaging/labeling regulations

Increases device fees substantially by replacing the old fee schedule (Column A) with new higher fees (Column B), including scales ranging from $37-$279 up to $43-$323 depending on capacity, and service station dispensers from $28 to $32 per measuring element

Adds electric vehicle chargers as a new regulated device category with fees of $294-$340 per dispensing element

Doubles the administrative penalty for delinquent fee payments from 25% to 50% of annual fees per month of delinquency, and establishes that permits become void if fees remain unpaid after 90 days

Removes the requirement for establishments to return permits to the department within one week after permanently closing, and declares an emergency for immediate effect upon passage
