Updates federal law references throughout Nebraska motor vehicle statutes from January 1, 2024 to January 1, 2025, affecting vehicle titles, registrations, commercial driver's licenses, motor carrier safety regulations, and hazardous materials transportation

Creates new Arbor Day license plates with fees directed to a new Home of Arbor Day Plate Cash Fund administered by the University of Nebraska Board of Regents to award grants to the Nebraska Statewide Arboretum for tree planting and environmental education

Establishes permanent license plates for commercial fertilizer trailers at a $1 registration fee, allowing plates to remain affixed as long as the trailer is registered by the original applicant

Increases DMV records fees: driver record abstracts from $1 to $3, bulk vehicle records from $18 to $25-35 per thousand, driver record monitoring from 6 to 15 cents per search, and driver record header information from $18 to $30 per thousand records

Expands Military Honor Plates to include United States Space Force and Inherent Resolve Campaign Medal designs beginning January 1, 2026, and creates new veteran and disabled veteran license plate options with the internationally accepted wheelchair symbol
