Adds a licensed journeyman electrician to the five-member Nebraska Power Review Board, replacing one of the three "additional persons" positions when that seat first becomes vacant after the act takes effect

The required electrician member must be affiliated with a nonprofit labor organization for electrical workers holding a 501(c)(5) tax exemption and must be selected from a list recommended by such organization

Maintains existing requirements that the board include at least one engineer and at least one attorney, with two additional persons filling the remaining seats

Preserves current restrictions preventing more than one board member from being a current or recent (within four years) director, officer, or employee of any electric utility
