Amends section 79-8,114 of the Nebraska Teacher Recruitment and Retention Act to change grant distribution from an application-based system to automatic distribution through school districts to eligible teachers

Establishes a tiered retention grant structure beginning July 1, 2025: $2,500/year for teachers in years 1-6, $3,000/year for years 7-15, and $4,000/year for year 16 and beyond

Provides a one-time $5,000 high-need retention grant for teachers who obtain endorsements in special education, mathematics, science, technology, or dual-credit and commit to teaching in that endorsement area

Removes eligibility for the existing grant program for school years 2025-26 and 2026-27, transitioning to the new automatic distribution system on July 1, 2025

Declared an emergency measure, taking effect immediately upon passage and approval
