Allows persons claiming to be biological fathers to intervene in juvenile court proceedings to establish paternity of children already under juvenile court jurisdiction, requiring an affidavit under oath stating belief of biological fatherhood

Changes genetic testing orders from mandatory ("shall") to discretionary ("may") when a complaint and affidavit are filed in juvenile court paternity intervention cases

Establishes six factors juvenile courts may consider when deciding whether to order genetic testing or establish paternity: child's age, relationships with presumptive parents, relationships with established parents, relationship with complainant, potential benefit or harm to child, and other relevant factors

Expands the definition of "child" for intervention purposes to include any person under 18, regardless of whether born out of wedlock

Prohibits intervention by any person whose parental rights to the child have been previously terminated by court order
