Establishes a suicide mortality review team within the Department of Veterans' Affairs to analyze suicide deaths statewide and develop prevention strategies

Review team membership includes the Director of Veterans' Affairs, representatives from the Nebraska Violent Death Reporting System, Nebraska Local Outreach to Suicide Loss Survivors, Division of Behavioral Health, plus appointed members including an education administrator, hospital representative, EMS representative, law enforcement officer, mental health professional, and veteran representative

Team responsibilities include developing a suicide data collection system, conducting annual analysis of suicide incidences and causes, creating investigation protocols for law enforcement and medical examiners, and educating the public on suicide prevention

County attorneys or the Attorney General may issue subpoenas for records including death investigation reports, medical records, mental health therapy notes, school records, and prescription drug monitoring data; all information acquired is confidential and protected from discovery in legal proceedings

Annual report due to the Legislature by April 1 starting in 2026, summarizing reviewed suicide deaths by cause, contributing factors, age, sex, race, geographic location, and date of death, with optional prevention recommendations
