Authorizes public, private, denominational, and parochial schools to offer a one-hour American flag education program for students in grades 5-8, covering the U.S. Flag Code, thirteen folds of the flag, proper flag etiquette, and flag history

Requires each participating student to receive one 3x5 foot American flag and a flag etiquette booklet as part of the program

Permits schools to develop and present the flag education program in partnership with local recognized veterans organizations

Funds the program through state lottery education funds (allocated under the existing 3% distance education category in section 79-3501) or private donations

Amends sections 79-724 and 79-3501 of Nebraska's Reissue Revised Statutes to incorporate the new flag education provisions into existing civic education requirements
