Redefines "military installation" to specifically mean U.S. Air Force ballistic missile silos and bases as described in federal regulations (31 C.F.R. 802.211 and 802.227), rather than the previous broader definition of any military base with fixed-wing aircraft or strategic weapons

Adds new definitions for "electronic-related" equipment and "foreign adversary" (as determined under 15 C.F.R. 791.4) to clarify what components are restricted near military installations

Requires electric suppliers building generation facilities or transmission lines within 10 miles of military installations to certify that equipment contains no electronic-related components manufactured by foreign adversaries, with exemptions for suppliers complying with North American Electric Reliability Corporation critical infrastructure protection requirements

Allows the Nebraska Power Review Board to grant exceptions permitting use of foreign adversary-manufactured components if no reasonable alternative exists and not using them would cause greater harm to the state

Declared an emergency measure, taking effect immediately upon approval by the Governor on February 25, 2025
