State agency deputy directors would be exempted from the State Personnel System and serve at the will of their agency director, with salaries set by the director and approved by the Governor

All state agency attorneys (positions requiring a juris doctorate and Nebraska law license) would similarly be exempted from the State Personnel System and become at-will employees

Current deputy directors and attorneys employed when the act takes effect may elect to become at-will employees; until they make that election, they retain State Personnel System protections

Temporary state employees who were prior contributing members of the State Employees Retirement System and return to state service within 120 days must begin participation in the retirement system within 30 days of employment

The bill amends sections 81-1316 and 84-1307 of the Reissue Revised Statutes of Nebraska
