Amends the Conveyance Safety Act to replace the variance system with an "equivalency request" process, allowing the State Fire Marshal to grant exceptions to regulations when safety is not compromised

Removes the Conveyance Advisory Committee's role in reviewing variance requests while retaining their duties to recommend rules, licensing qualifications, and disciplinary actions to the State Fire Marshal

Updates technical standards references by adding specific edition years for safety codes (ANSI A10.4 2016 Edition, A10.5 2013 Edition, ASME A90.1 2015 Edition, etc.) and removes industrial trucks from the exemption list

Simplifies elevator mechanic license applications to require only name, address, email, phone number, criminal background check permission, and other information the State Fire Marshal may require—eliminating previous requirements for detailed partnership/corporate information, insurance evidence, and accident history

Creates separate, more detailed application requirements for elevator contractor licenses, including employee counts, workers' compensation and liability insurance evidence, accident history, and proof of employing a licensed elevator mechanic
