Creates the State Building Construction Alternatives Act authorizing Nebraska's state building division to use design-build and construction manager-general contractor contracting methods as alternatives to traditional lowest-bidder procurement for state building projects

Design-build contracts combine architectural/engineering design services with construction under a single contract, selected through a best value-based process where cost must be weighted at least 50% in evaluation criteria

Construction manager-general contractor contracts allow hiring a construction manager for preconstruction services during design, then negotiating construction services; the manager cannot sublet more than 70% of the work

Raises the threshold for competitive bidding requirements on state building projects from $50,000 to $75,000, with adjustments every four years for inflation beginning January 1, 2026

Repeals existing "percent for art" requirements (sections 82-317 through 82-329) that mandated procurement of artwork for state building construction projects, including requirements for the University of Nebraska and state colleges
