Amends Section 71-602 of Nebraska statutes to expand authorized recipients of confidential health data and statistical research information to include statewide quality improvement initiatives and researchers using a clear and expedient application process approved by the department

Adds "quality improvement" as an authorized purpose for collecting economic, educational, occupational, and sociological background information on vital records, alongside the existing purpose of statistical research

Changes the department's publication of health data analyses from optional ("may publish") to mandatory ("shall publish") at least annually on its website

Maintains existing confidentiality protections ensuring released information does not become a public record and that published analyses prevent identification of individuals
