Redevelopment contracts using tax increment financing (TIF) in counties with 60,000+ population must require laborers and mechanics be paid prevailing wages as determined by the U.S. Secretary of Labor under federal Davis-Bacon Act standards

At least 15% of total construction labor hours on qualifying TIF projects must be performed by qualified apprentices who are union-represented and participating in a registered apprenticeship program with an in-state training facility

Employers with four or more construction workers on qualifying TIF projects must employ at least one qualified apprentice

Apprenticeship requirements may be waived if a registered apprenticeship program denies a certified mail request or fails to respond within 15 business days

Amends the definition of "redevelopment project" under the Community Development Law to explicitly include employment of laborers, mechanics, and apprentices under these new contract requirements
